Is this silver plated?

The magnet don`t take them. Has a lot of scratches, but I dont see any yellow color (like I see when is silver on copper).

Yes, they would have been silver plated. The business of Simeon L & George H Rogers was purchased by Oneida in 1929, so your forks would date after that event.
