Unknown Origins On .810 Candle Stick

Can someone please help me identify the maker/origin of this candle stick. I believe it is either Middle Eastern or European, but can not identify the top or middle (right and middle in the photo) mark. Have tried many resources and books, but can not find out anything out it. It is definitely 810 in purity though.

I have just spoken with an auctioneer/appraiser. They at frist thought it was plate, as did I, when I first aquired it. They tested it an determined it to be a low silver alloy. Although they could not be certain of the origin and markings, they believed that what I thought was "810", I had upside-down, and actually says "SIC". This SIC marking, they indicated, was from Portugal. A long shot, but I will continue to research..... If the mods need me to move this into a different forum category I will, please let me know.

Thanks. I think someone moved the thread? I posted originally in Middle Eastern... or not, oh well.

Still looking for the maker's mark and a date.... may not be able to find one though.
