The top mark is 台北 "Taipei."
The bottom mark is 安, read either "Rongan" (in Chinese) or "Eian" (in Japanese). This would seem to be the name of a shop or a manufacturer's trademark.
Neither is a silver mark.
An educated guess---the candlestick may have been made in Taipei when Taiwan was a Japanese colony (1895-1945).
