Unidentified Mark on Sterling Ice Tongs

I can't find the ID for this mark and I don't even know how to characterize what the mark is a picture of! Does anyone recognize this?

That's an International mark: http://www.925-1000.com/americansilver_I.html

The pattern was issued in 1898 and is called Revere.
