I think your tea strainer is norwegian and it is Mons Nielsen in Oslo that has made it. He was born 1826, started up in 1864 and died in 1890.

I am on a business trip, but when I am back in a fortnigth I will send you some information about Mons Nielsen.
About norwegian silver marks you have a book "Norske Gull- og Sølvstempler 1500-1950". Look at
http://www.solvstempler.no
