Silver without a Hallmark

A friend has been offered a set of P Henderson bagpipes with silver ferrules and mounts. The pipes were apparently made in Glasgow in the 1950's but there are no Hallmarks on the silver - only the word "Silver" stamped on each piece. Does this indicate that this might be nickel silver or a silver alloy perhaps?
