Possible American or English enamel Brooch?

Could someone tell me who made this enamel brooch and whether it is American or English?

America is the most likely country of origin. If the blue enamel were purple it would be in suffragette colours.

Thanks for the reply JLDoggett. I thought that, very similar to suffragette colours.

The T.F stamp is still puzzling me? If its possible, it seems to be more English than American??
