Not consistent with French silver marks;most probably silver plated. The number may indicate the thickness of silver plating - sometimes different thickness in a single cutlery set for obvious reason:some items are subject to considerable wear.Interesting issue;was it so expensive to have uniform silver plating or the duty was too high? It is not too difficult to test it for silver;file a bit somewhere where not seen and test it.Do not make a notch with the file. Then you can use jeweler`s sandpaper.
