Scandinavian brooch - REG NGF

I've got a possibly scandinavian brooch with a vikingship and a seadragon.
It is marked 830S EH REG NGF N.
Can anybody locate the origin of this brooch?

8 months later, I've found several sources with information about the hallmarks.
They're told to stand for "NORNE NORWAY", an early workshop (name) of Aksel Holmsen.
Can anybody verify these information?
