Match box holder, chinese?

I have this match box and I'm unsure of the maker or country of origin. I'm also interested in what it says on the cover. Thanks.

I believe this is Chinese silver.

Engraving 福 means "good fortune," "good luck," "happiness," "wealth."

Maker looks like 民生 (literally, "public welfare" or "the people's livelihood"), but wait for a second opinion.
