Maker of silver broach

Hi everyone, am new on here and so glad i found this site, i have what i believe may be an arts and crafts brooch /Users/alisonmorton/Desktop/IMAG0139.jpg/Users/alisonmorton/Desktop/IMAG0137.jpg (i am hoping these images have come up)! the hallmark is J.R.W with a birmingham anchor, lion and the letter u.
any help would be really appreciated.
