Gold-plated silver flatware? Please help

I'd love to know a little more about the maker's mark and/or pattern of this flatware set. I believe it may be gold-plated silver, but I'm not sure. I'm looking for help on which forum to post this question to (or any other information someone might have about it). Thank you to anyone who takes the time to help me.

This is a typical Thai pattern of the mid to late 20th century. These flatware sets are frequently found in brass and sometimes in gold-plated base metal, and are rather uncommon in sterling.

Allen and Co made this design in sterling coffee spoons; their products are clearly marked, though. As this style of Thai flatware is often marketed to Westerners, it would almost certainly bear readily identifiable marks if it were sterling, such as "Siam Sterling," "Sterling 925," "Thailand 925," or something to that affect.

While Thailand is not my primary area, there appears to be a Thai numeral 1 (it looks like a sideways comma) in the centre of the lotus or flower mark. This would seem to be a quality mark, but probably does not refer to silver content. This is only a guess, however, and I would defer to some other forum member familiar with Thailand and the Thai language.
