Copies of Sterling Flatware?

I have a question about this heavy (174 gms) sterling pie server. It looks like a copy of the Reed & Barton Love Disarmed pattern (a very poor one!). Was copying of popular patterns something that was done in the past? I am having a hard time understanding this piece. It is 11" long and the only mark is 'Sterling".
