Native American Silver Buckle, bought in Arizona

This buckle measures 1.5" x .75" and has a hollow tube on one end. It may be sandcasted. On the back, I cannot make out the mark aside from STER at the end. Does anybody have a clue what kind of buckle it is and what it may be for, or any other information? Thank you for looking.
