Please, Help to identify some marks

Please, Help to identify some marks

Hi, All
I'm trying to indentify a few marks.
From my research, i was able to find that:

Sterling Mark is: Lion - .925 silver
City mark is: London - Crowned Leopard head to 1821
Date letter b: I don't know what means that character. :/
Duty Mark: 1786-1821 - King George III
Makers Mark: I think that is W.B. but i'm not sure and i don't know what that means.

London date letter b for 1817.
Please show us an image of the whole item to make it easier to identify the maker’s mark.
Could be W.R for William Russel registered 1784 known watch case maker

In the middle of the plate there's a symbol.
I think that is "4" but it may be a character. I'm not sure.
On the right side there is also a lion whith a crosswise. (:

Not an over-sized watch case but a serving tray with some kind of locking device perhaps to place and lock it at a foot stand. I believe not made by William Russel being a known watch case maker. There is a W B (without dot) and W.B (with dot) for William Bennet (registered Jun 1796) his mark seen on; flatware, jug, plate, tray, tureen. However their might be other possible matches.

It lookis like an entree dish lid to me, with the removable handle missing.

I was thinking that these are two plates :D
