Silver Creamer, Sugar, Tray, Unknown marks

I'm trying to help an 81 year old woman identify some of her silver for possible sale. I know NOTHING about this and need some help. The set consist of a creamer #3608 on the bottom, sugar bowl with the same number and tray #2623. If anyone can help identify these I would greatly appreciate it.
