Hi rusei -

your object is a tea glass holder (the glass is missing). The inscription "sdorovie" = somthing like "cheers, health" etc.
The marks from left to right: assay master Viktor Savinsky , on duty 1859-94 (here 1876), silver content 84 Zolotniki = 875/1000, town mark of Moscow (St. Georg), maker СИ = Ikonnikov S.M. If the handle is not marked - it is a replica.

As Zolotnik mentioned a tea glass holder with the glass missing. It is called podstakannik in Russian. The text is ЗДОРОВИЕ (ZDOROVIE) meaning simply "HEALTH". Look for more marks, should be on the body, (bottom) and on the handle. Could be difficult to find a fitting glass.

Here from my podstakannik you can see how a correct making looks like and the size of the glass. This is Sergei Frolov Moscow 1899-1908 and assayer Ivan Lebedkin
