I suspect Aaron Hadfield of Sheffield, working mid 19th century, - although I can't make out the date letter of your piece.

Does it have a head as the first mark and is the letter a lower case t ? If so it is probably Sheffield 1839-40 ...Do not know the maker unfortunately. Best wishes, Mike.
