Hand mirror identification?

Hello, I've exhausted myself looking for the answer to who made this piece, so I'm hoping someone here can help me identify and date it (or give me an idea as to when it was made). Also, I'm new to this. Am I correct that the number 2000 on the piece is a model number?

And btw, thanks for such a wealth of information!
