Help with Hallmarks, please

Can someone please help me with the hallmarks on this heart shaped perfume bottle? I think it's Birmingham, but cannot make sense of the "P's" mark at 12 o'clock, and the funny letter, maybe a "Q" (?) at 3 o'clock. the piece measures 3" tall, 2 1/4" wide, and 3/4" deep... kind of large for a perfume, I was wondering if it might be for bubble soap, and if the hole in the end of the twisted dipper looked large enough to blow bubbles from... probably not, just a thought.

Hi,

I believe your Q to be the Birmingham date letter for the year 1990.
Maker’s mark P ‘s for; Penhaligon’s seen on Scent bottle and known as Perfumers, Burlington Arcade in London.

Heart shaped Scent bottle and the twisted dipper to put perfume behind the ears and other places. I believe if empty hearted a refill can be obtained at Penhaligon’s Perfumers in London, even today.
