am I right to assume these spoon were made in London in 1915 and silversmith mark is David Landsborough Fullerton? without George Jackson initials? And please advise what does this pattern mean? apostles figures?

David L Fullerton registered this mark in London in 1915 the year the spoons were assayed. The new mark was registered on the cessation of his partnership with George M Jackson. They had traded as Josiah Williams & Co which was a long established firm from Bristol with offices in London. Fullerton continued as sole proprietor until around 1925 when a Limited Company was formed.
The figures do not look like Apostles to me; an example and description of these is shown under Illustrated Silver Glossary in the Forum's Resources section. The head wear and the curved swords suggest a Turkish theme but hopefully you will soon receive a more certain answer from another Forum member.
