David L Fullerton registered this mark in London in 1915 the year the spoons were assayed. The new mark was registered on the cessation of his partnership with George M Jackson. They had traded as Josiah Williams & Co which was a long established firm from Bristol with offices in London. Fullerton continued as sole proprietor until around 1925 when a Limited Company was formed.
The figures do not look like Apostles to me; an example and description of these is shown under Illustrated Silver Glossary in the Forum's Resources section. The head wear and the curved swords suggest a Turkish theme but hopefully you will soon receive a more certain answer from another Forum member.
