Help me to identify Codes on this item

This skeleton key is almost 6 3/8 inches long and am unsure weather it is Sterling or Silverplate. The maker parks are very shallow but under a magnifing glass I was able to identify (in the following order) an anchor, a lion and a lower case m. My best guess is that it was made in Birmingham, England ca. 1810 or 1911. This has been in the family for many years but nobody knows it's origins.

With that hallmark it is solid silver, not silver plate...a picture of the mark would be helpful in its dating and identification.
