Hi i have a wear-brite plate Need Help with artist

Hi i have a wear-brite plate, i guess it a plate or a tray. this may possibly be a work of silversmith working in other metals, It is not silver plated item like wear-brite is know for. I think it is a artist commissions. My one frined told me it could be Hector Aguilar becaue of the bull, the hallmark on the front does no look like any of them.
