Russian Silverware?

Hi,

My husband and I received a silverware set (for 12) from his parents in Lebanon 16 years old. The set seems to be very old and is very heavy. The only markings that I've found on them are pictured in the following images. Maybe Russian? If anyone has any information, it would be greatly appreciated.
