unknown "M.ACCЪ" mark from 1899

Hello,
can someone help me with this marks? If it is AA in the Kokoshnik mark, the assayer could be Mr. Artsybashev from Vilnius. But I am not sure.

Vilnius in Lithuania, not Riga in Latvia. There is practically nothing in my sources regarding this master only his working period 1894-1917 and that he made spoons in Vilnius and Kaunas. The assayer is as you also thought district head work-master Anatoly Apollonovich Artsybashev. He worked in Vilnius 1899-1914.
