unknow maker Melli 800 silver candle holder?

I am having trouble identifying maker and country of origin. the piece measures 3'' across and i believe it is a candle holder. It has a 800 with a oval around it on the top and Melli follow by 800 on the bottom. My best guess is italy but im not sure.

A search reveals an Italian company by the name of 'Melli di Melli Andrea', they are based in the Forli Cesena area and described as 'Manufacturers of precious objects'. They may be a possibility for the maker.

I found a similar piece at a local Sterling Flatware Dealers and was told it was a soap dish circa 1930's. It was also signed 800 with an oval and Melli and he believed it came from Forli Cesena. He is trying to track down the book he found this information in and is suppose to call with more info - Richard
