My research: Assayer: Alexander Virjohovsky, 1899, Kostroma (A & B, right side of the zolotnik mark); Maker: Undertermined, Kiev 1880-1908 (IP?)

The maker is Г.Р, also an unknown master, known to make stopki's (vodka beakers). Here is another mark of his:

Uncredible the number of unknown silver makers in Russia... all the more for item of the late 19th!

Hello Smokanabeach,
The reason for the high number of unknown makers of Russian silver is because around the time of the Revolution, so many important papers and documents were 'taking up space' and so as a result they were just burned, as they were regarded as unimportant at the time.

Actually it was around 1872-73 when the Russian archives were loaded with old papers and the authorities sold/burned due to lack of space a lot of filed materials as waste paper among those the old goldsmiths' registers, which were considered as unnecessary documentation. Of course the revolution probably did the rest. Today we unfortunately face this problem with quite a lot of nameless but not necessary unknown Russian masters. That is a big problem.
