Can anyone please help identify this item ?

I recently found this in a box of books that where all german books at my grandmothers house .. there are 2 markings on the piece .. one says 900 in it which i found on this sight is a mexican silver stamp and the other stamp on it says SE in a backwards c or maybe its just a circle .. i am very interested to find out what the SE means and who made this piece and really any information i can find about it

The 900 mark was used in many countries. Mexican pieces have marks that show it to be from Mexico in some way 99.99% of the time so this likely isn't Mexican.
