Political or Fraternal pin? Birmingham Eng.

I was wondering if anybody could help me identify this item. I'm fairly sure it dates 1901; but the big mystery to me is was it worn to signify support or membership of a person or group. I don't see how this gentleman's face could have been considered a fashion statement. and notice the overlaid ax head; as if the felled tree and ax are of significance. All help would be appreciated, and thanks for allowing me to join this forum.

Thanks, so much. I suspected it was political; but know little about politics here in the US let alone the UK. I did a search and there is one listed on a popular worldwide auction site with a Great Britain division for a pretty good chunk of change. I mess around with jewelry and tableware a little and have had this a couple years; but have been utterly stumped. Thanks again.
