Help please. Can't identify this star mark???

Hi, anybody have any suggestion on when/where this medal originates from???

The back has a star, and what appears to be numerals "11_ _ " or "44_ _" and perhaps an "F"

I poured over the site and still can't figure it out.

I'm presuming the number is 1198, if so, then the maker is Il Conio Artistico Fiorentino S.R.L. of Florence.
