Very strange markings on this plate of silver

Hello, I'm Ken and am having great difficulty identifying the markings on this plate. Almost seems to be fashioned from coinage. These three photos are of the plate the mark on the rim and the ones in the center. Thanks!

Only saw one small resemblance to the mark with lady liberty, where's the stork and pelargus com in?

Hello.

Yes, Trev is right about the plate being pewter.
Johann Joseph Pelargus, Stuttgart, Germany.
I think he was active in the second half of the 18th century,
