FANCY VICTORIAN PIECE...PURPOSE????

Happy New Year!...I acquired this at an auction over the weekend...I need help with what the purpose of it may be...It measures 8 1/2" tall...Thanks so much!

It could be a waste bowl from a tea set.

Possibly a slop pail or a lidded sugar bowl.
