Spratling Belt Buckle True Hallmarks?

Hello, I have done as much research on the internet, as well as going to the library to get all books possibly related to W.Spratling.
I am at a loss trying to determine if this is a legimate Spratling piece. So I came here to ask those who as much more knowledable than I am.
