Toast Rack Hallmark

I am having trouble identifying the maker's mark on this set of toast racks. They came from my grandparents' estate. I looked through all the London maker's marks you had and didn't find a match. It is quite difficult to make out the letters. Oddly enough, I also have a pepper cellar(same estate) that seems to have the same maker's mark, but has the anchor mark instead of the lion's head. I looked through all of the Birmingham marks and couldn't find it there either. The cellar's mark is clearer and looks to be RWB. Also, on the bottom of the cellar is stamped Harods, so I'm assuming it was purchased there. The date marks don't seem to come close to matching up between the racks and the cellar. The toast racks seem to be a C, which I'm guessing at 1898 (London). The pepper cellar has an M, which would be 1911 (Birmingham). As I'm really new at this, I could be mucking it all up, so I'm including images of both for comparison. Thanks in advance for any help you can give.

The toast racks marks are Harrods Ltd (Richard Woodman Burbridge) the date letter C is for 1938

It is the same maker for the pepper shaker but two years earlier 1936
