Dublin maker IC

Could anyone identify the IC in the hallmarks in this picture. I think he is a Dublin maker. And perhaps the crest on this piece. Many thanks.

Marks looks like it belongs to Joseph Cullen c1765
Item is a marrow scoop.

Pages 668 & 680 of Jackson's Silver & Gold Marks edited by Ian Pickford refer.
A Joseph Cullin is noted as an apprentice of Jonathan Hamilton from 1745 in the Dublin Company books. This is probably Joseph Cullen as apprenticeships normally lasted around 7 years and Cullen was made a freeman of the Company in 1753. The Dublin books show Cullen was "Off 1767" which may mean he went off elsewhere.
The original records from which this information was taken should still be with the Company.
