This is highly likely to be falsely marked sterling. The eagle head mark is not the silver eagle mark, the eagle used on silver is a full body bird with a number in the center. It's most likely made of Alpaca, an alloy of nickel, copper and zinc. Unfortunately these bracelets are only one of several designs that are routinely falsely marked. Since it's not really silver it's hard to gauge the date but usually 1950's or newer. The stones are foiled glass. I had almost this identical bracelet, with the same marks, that tested as NO silver content. There are literally 100's of falsely marked Mexican bracelets out there and the eagle head seems to be a common theme among them.
