can anyone help me with this..... Im not sure what it is and dont know if it is silver or not, it has Estados unidos do Brazil 15 de novembro de 1889.

Your item could be a part of a uniform — maybe e.g. part of a leash?

I guess, for reason that it is a mass-product, it’s not made from precious metal, but from nickel silver.

Background:

1840, the adolescent Pedro II got majority by declaration, and then after be crowned »Emperor of Brazil«.

In 1853 the Slavery was banned — but this Bann was ignored by the establishment and others in “Power”.

So, the crown princess Isabel gave 35 year later, in 1888 the order of law, called »Lei Áurea« (Golden Law) that Slavery in Brazil has finished!

Establishment and others in “Power”, e.g. the Army revolted — and took over the power.

On 15 November 1889 the Emperor Pedro II fled Brazil to Paris.

That is the date on yours item; the »Estados Únidos de Brazil« were declared to be Brazilian Republic.

It could be the handle for something like a letter opener. Wound need more information to help determine what it is: Can we see it from other angles? and a bit brighter image.
