c.1830 Cup: I.GAR?

This is a rather nice cup with what seem to be pseudo marks imitating London 1823. The maker's mark has been poorly struck over itself, but seems to start I.GAR...
Does anyone recognise it?

I can not get the PM function to work and have no idea if you got this or not, so here is the message I sent earlier:

I do not know the GAR mark -- which looks badly struck. A point of departure may be with the second part of the inscription. H (Henry) & G (George) Barclay were prosperous overseas commission agents in New York City. They were the sons of the post-1812 British Consul General to the Eastern States, Colonel Thomas Barclay and were related by marriage to the powerful Livingston family of that city. They founded their trading house in 1814 and amongst other things were the American agents for Lloyds. Your cup may have been some sort of token of esteem or thanks for service to someone connected to their father's staff. Lots of guess work there, but worth some additional research, I think.
