Unknown silver basket

Can anyone help me identify the purpose of this pieece of silver. it is a small basket c. 3.5 in diameter by 0.75 in deep. on the bottom is a simple "sterling", hence my thought is american. on the inside there is a monogram or initials H.W.W.C 1899-1900
