Sterling Pipe Tamper/Cleaner maker?

Hi,

I found this among my late Dads tools. It appears to be a Birmingham Sterling pipe tamper cleaner 1922. While the year cartouche differs from the one listed on the site, it does seem to follow the most common one used in that series. It makes sense that it belonged to my grandfather who emegrated from Bootle Mersyside to Sydney Australia. If the year is correct, it must have been purchased in Australia.

I can not identifyer the makers mark (WM) for that period, can anyone help?

Have I got the rest of it correct?

I remember selling smoking related pieces back in the 1970's by William Manton. The company was established in the mid 1800's, so it is a possibility.
