What maker is EP?

Sterling silver bracelet with heart shaped locket. Marks on the locket are EP, anchor, rampant lion facing left, and lower-case a. Marks on the chain are EP, two symbols, and the lion rampant. The owner—MCL—lived from 1888 until about 1917.

I have looked through Kovels' American Silver Marks and Ensko's American Silversmiths and Their Marks, but have not found the maker.

Edwin Page registered such a mark at the Birmingham office in 1857 and, because it is known he also registered at the Chester office in 1901, was still active at the time the locket was assayed in 1900-1. The mark could well be his.
