Does anyone recognize this hallmark?

I have a sterling silver handle carving set and I can't find this hallmark. I had to draw the hallmark because, my camera will not focus.

Could it be a lightly marked or worn Franklin mark?

It looks like it could be but, it's sterling silver not plated and the hallmark isn't stamped.

It is the closest marking I have found.

Does anyone recognize the pattern?
