Unknown Hallmarks on Eurpoean Silver & Enamel Brooch

Hello

Can anyone tell me which country these hallmarks relate to? I'm pretty sure they are European but cannot find them in the hallmarks section. There is a KEY hallmark with a number 5 next to it & a separate hallmark which seems to have the Roman numerals II with something undechiperable beneath. The brooch appears to be silver gilt or possible gold & I think it is about 100 years old.
