Is This Scottish Sterling? Need help with marks...

Hi - I need help identifying the origin and approximate age of this sterling bowl. It's fairly large - about 10" in diameter. The rampant lion leads me to believe it's Glasgow, but it's hard to make out the left side mark (bird of some sort) and the center mark is indiscernible. Also, please help with the 299 number and the B. Many thanks in advance!

Looks to be Reed and Barton, Taunton, Massachusetts
