What is this Tiffany sterling piece used for?

I thought this Tiffany piece might be a small condiment server. I only have one little pierced cup that sits in one of the holders.
It measures from handle to edge of the dish it is about 5 1/2" the sides are a little under 5 1/2". This piece sets on 3 ball feet.
Could it be a candle holder?
