I've been looking for ages for the maker of this mark

I've been looking for a long time for the maker of this silver mark. It is double stamped with an eagle but not the typical eagle mark. I'm not sure if it's Mexican, from Peru or some place other.

I'd appreciate it if someone could tell me.
