Glass Holders? E.G. Webster mark

Are these to hold glasses? Child and adult? They share the identical pierced pattern of cherubs frolicking with a goat, large is 4" tall, small is 2".

The mark isn't in Rainwater, although it is here. Anyone have a hard date period for it? Large piece also has "E.W./3" lightly engraved on the bottom.

They appear to be the bases of vases. A glass liner would have been fitted inside.

One question... they look to be of silver-plated copper with a lot of the plate worn off. Is this just a trick of the photograph or in actuality?

Trick of the light. Polished them yesterday and they are brilliant. Also heavy enough that I wonder if they might be sterling, which goes back to the off-book mark.
