Black mark removal

I recently acquired a sugar bowl and creamer. I polished with Wright's, but the sugar bowl has some large black marks that are dull and won't come off.

The piece is perfectly smooth - you can see the marks but not feel them.

What is it, and how do I clean it up?

Hi, The items are silver plated and I suspect it is wear to the plate and therefore cannot be removed.
