I. Michelson of Philidelphia is the closest I could find for the mark, however that stamp was retired by them prior to 1915 and the piece appears to be a little newer than that.
Curtman Co. Inc is also very similar, though a bit more round. It does appear to be the kind of goods that were being made in the many small worksshops in Providence, RI.
The item is stamped as being made from materials where 1/20 of the thickness of the metal as a cladding of 12K gold on the upper surface. The tarnish could be of the brass secondary metal or where the cladding has been worn away (a very rare occurance). The piece looks very sparce in the elements. While many workshops offered clients the abiliry to chose the elememts and their arrangement, this looks oddly assembled. It may have been altered at a later date.
