Hello.

The top mark might be a close plated mark of J. Prime, Birmingham, England.
Believe he preceeded Thomas Prime & Son.

I do not recognize the bottom marks.

Yes, it is silverplate. Please see British Hallmarks to learn the marks used on British Sterling.
